Here are my experience on making Neru Akita's Hair Piece.
Get some fabric. For me, I recommend felt, it's less floppy than some others and not transparent. You of course want black and blue. Although I guess if you made your Neru costume, you could use leftovers from that, too. Make a strip of black fabric, then make a strip of blue that will fit nicely in the middle. You can use glue or sew it into the center. Then I suggest using a sewing machine to sew it evenly into a loop. :) To attach it, I suppose you could use a bobby pin or two, or even a discreet clip. It won't float magically like Neru's but it should turn out pretty well otherwise!

What Character You Choose to Cosplay
It is wrong if you want to find a character similar to you to do cosplay no matter body shape or skin color. As a matter of fact, it doesn't matter what you look like, just cosplay who you like! The point of cosplay is to not look like you but to look like the character. That's why you wear stage makeup, color contacts, and wigs.
Personally, I would never copslay a character with revealing clothes because it wouldn't suit me. Also, not everyone can afford to buy that stuff. Wigs are expensive. It also doesn't matter to me what colour eyes the character has. I cosplay whoever I want, so long as I have the right costume and hair (though I use wigs most of the time) it doesn't matter to me what colour eyes the character has. But if you were really picky, you could change it digitally on the photo.
So if you have any ideas, please share with us on my blog.

What Characters You Want to Cosplay As in Bleach and Naruto Manga
Firstly, I think you ou have to consider the character that suits your physical attributes. It doesn't matter if it is a boy or a girl, because when you are at cosplay, you are portraying the character so if your good at it, you can easily be the anime you want people to recognize. There are certain features that you can easily fake such as hair color, eye color.. but you can't fake the height, body structure.. so to make the portrayal more realistic you to consider these.
Orihime Inoue is a good choice, just make sure to get a wig or temporary hair color that matches her hair if you are not of the same hair color and look for a school uniform costume which is fairly easy to find or even make from your own wardrobe.
The Soul Reaper with his long black straight hair in a ponytail, and simple kimono with a toy samurai.
If you are into mysterious looking characters, then the half-covered or make that 3/4 face of Kakashi Hatake would be a nice touch. You can have your long hair kept and just show the ends, make them stick out with a super hold gel. And of course the color.
Sakura Haruno with her pink short hair, is also a cute choice. And her clothes are not very fancy... and you can easily cut and put together your costume.

A Girl, Still Can Cosplay As Kaito From Vocaloid?
As all know, Kaito is a nice male character in Vocaloid, who is only my favorite Vocaloid. I would like to cosplay as him. However, I am a girl, and to say the least, I am NOT flat chested. Moreover, I don't want to copslay as Kaito, the girl version, but as kaito himself. I would like to do well at cosplaying him.
With the help of my friends, and forum reminder, two ways proven is really useful:
Firstly, What I do is to wear a cheap Tanktop and get someone to Saran wrap me. It getts you nice and flat and it’s not as bad on you back as Ace (Ace doesn't work that well anyway), though it is really kinda hot. No pain no Gain i guess. Don't worry I Cosplay as Guys all the time and im a solid C cup.
Secondly, how "not-flat" are you? The binding still can work. And then choose a big size Kaito costume which is loose-fitting and make you unnoticeable.
